This is certainly a major problem and a clear example of precisely why the Founding Fathers specifically sought to LIMIT the powers of the government. The more power that is given, the more will be grasped for, and the best way for government to gain more power is to suggest to compassionate individuals that they are only trying to help and protect those who are vulnerable. Unfortunately, in most cases, even if well meaning at the time, the end result is that those who are "vulnerable" AND those who are not are both placed into bondage to the government by further taxation, regulation and social welfare programs that ensnare people and rarely let them go. Both segments of our citizenry suffer, while government gains stronger control and more of our money to spend on programs most of us don't even approve of.
